Penthouses in Dubai: prices, towers and what to check before buying
Dubai penthouse buyer's guide for 2026: prices in euros, record sales, off-plan towers in Business Bay and Dubai Harbour, and what to check before you buy.
9 min read · Updated 13 October 2026 · Independent guide, checked against official sources
A Dubai penthouse can cost anything from a few million dirhams for the top floor of a mid-market tower to several hundred million for a sky mansion. The city's record, reported by Gulf News in December 2025, is a penthouse at Bugatti Residences by Binghatti in Business Bay sold for AED 550 million, about €136 million. Most buyers from Europe are looking at a very different budget, usually a large upper-floor unit or duplex in a new branded tower.
"Penthouse" is a marketing label, not a legal category. What you own is defined by the unit number, floor, layout and area in your sale contract. This guide covers where Dubai penthouses sit in the market, the off-plan towers we list in Business Bay and Dubai Harbour, and the checks that matter more at the top of a building than anywhere else.
Penthouse prices in Dubai in 2026
There is no reliable published average for penthouses alone, because the category is so loosely defined. A few reference points help.
- The top of the market. Gulf News reported the AED 550 million Bugatti Residences sale at about AED 11,650 per sq ft over roughly 47,200 sq ft, the highest rate recorded in Business Bay.
- Ultra-prime volume. Engel & Völkers reported that 320 homes above US$10 million sold in Dubai in the first half of 2026, up 23% on a year earlier.
- The building average. In Business Bay, Property Monitor data published by Engel & Völkers puts the average apartment sale at about AED 2,547 per sq ft from January to early June 2026, around €6,800 per square metre. Penthouses normally sell at a premium to their own building's average, because of the height, the views and the outdoor space.
The wider market has also cooled in 2026. ValuStrat's index, reported by Khaleej Times, showed apartment values 5.3% lower in August than a year earlier. The top end behaves differently from the mass market, but it is not immune. Our guide to Dubai property prices in 2026 tracks the indices.
Off-plan towers with large upper-floor homes
Three branded towers we currently list offer larger layouts and upper-floor living. The prices below are the published "from" prices for the smallest units in each building. The top floors and largest layouts cost more than the starting price, so ask for the current price list before comparing.

Today our listings come from one developer. Other developers will be added, and the resale market offers finished penthouses you can walk through before buying. Whether a designer name holds its premium at resale is discussed in our guide to branded residences in Dubai.
What to check before buying a penthouse in Dubai
The top floor has its own risks. Work through these before you pay a booking deposit.
- The exact area and how it is measured. Ask for the internal area and the terrace area separately. A large terrace inflates the total, so compare the price per square foot on internal space too.
- The final floor plan. Off-plan contracts usually allow the developer some variation in the final area. Read the clause, find the tolerance, and check what refund applies if the unit comes in smaller.
- Terrace, pool and roof rights. Confirm in writing which outdoor areas belong to your unit and which are common property, who maintains a private pool, and what the building rules allow on the terrace.
- Service charges. These are charged per square foot every year, so a large penthouse carries a large bill, and branded towers sit at the top of the range. Once the building has an approved budget, check it in the DLD Service Charge Index.
- Views. A view is rarely protected by your contract. Look at what can be built on the neighbouring plots before paying for a skyline outlook.
- Access and privacy. If a private lift, a dedicated lobby or reserved parking matters to you, make sure it is in the contract, not only the brochure.
- Delay terms. Read what the sale agreement says about late completion and any compensation.
- Snagging. At handover, have an independent inspector check the unit, especially terrace drainage and waterproofing.
Buying an off-plan penthouse: payments and protection
All three towers above are on 60/40 plans: 60% of the price is paid before handover and 40% at completion. As an illustration only, on a penthouse priced at AED 10 million (about €2.47 million), that is AED 6 million before handover and AED 4 million at completion.
On top of the price comes the Dubai Land Department registration fee of 4%, which on AED 10 million is AED 400,000 (about €98,800). DLD's fee schedule for off-plan sales splits it between buyer and seller, but in a 2021 notice DLD said the buyer settles the registration fee through the developer, and in practice buyers usually pay all of it. The calculator below adds up the fees for any price, and our guide to Dubai property buying costs lists each one.

Your instalments go into a project escrow account regulated by the Dubai Land Department, and the developer can only draw on it as construction progresses. The sale is registered with DLD as an off-plan contract, known as Oqood. Our guide to buying off-plan in Dubai explains both.
Mortgages at the top end
Under the Central Bank's mortgage regulations, as reported by Khaleej Times in August 2026, banks can lend at most 50% of the value of an off-plan property. For a completed home worth over AED 5 million, the cap for an expatriate's first home is 70%, and for a second home or investment property it is 60%. Banks often lend less to non-residents. Our guide to a mortgage in Dubai as a non-resident explains what to expect.
The Golden Visa
Every tower in this guide starts above AED 2 million, the threshold for the 10-year Golden Visa for property owners. The federal ICP Golden Residency guide confirms that off-plan units qualify when bought from an approved developer. Our Golden Visa through property guide explains the process.
Renting out a penthouse: the honest picture
Penthouses are harder to let than standard apartments. The pool of tenants who can pay penthouse rents is small, and they are demanding about furnishing, views and service. Rental yields at the top of a building tend to be lower than on smaller units, because the price rises faster than the rent.
Some owners use short stays instead. Every holiday home in Dubai must be registered with the Department of Economy and Tourism, and our guide to Airbnb and holiday-home rules in Dubai covers the permit and the real returns after management fees.
Resale is the other test. A penthouse is a one-off, so there are fewer comparable sales to set the price and fewer buyers at any moment. Expect a longer sale period than for a standard two-bedroom, and buy on the assumption that you may hold for many years.
Tax matters too. The UAE does not tax an individual's rental income from property held in a personal name, but your home country may tax rent and gains. Take advice for your own situation, and read our guide to tax on Dubai property for UK and EU residents.

Frequently asked questions
How much does a penthouse cost in Dubai?+
The range is enormous. The towers we list start at AED 3.6 million to AED 3.9 million (about €894,000 to €973,000) for their smallest units, with upper-floor and duplex units priced higher. Prime penthouses on Palm Jumeirah, in Downtown and in Business Bay can reach tens or hundreds of millions of dirhams.
What is the most expensive penthouse in Dubai?+
Gulf News reported in December 2025 that a penthouse at Bugatti Residences by Binghatti in Business Bay sold for AED 550 million, about €136 million. The developer described it as the most expensive penthouse sold in Dubai and the Middle East.
Can foreigners buy a penthouse in Dubai?+
Yes. Non-UAE nationals can buy freehold apartments, including penthouses, in Dubai's designated freehold areas such as Business Bay and Dubai Harbour. You do not need residency. Our guide on whether foreigners can buy property in Dubai explains the rules.
Can I get a mortgage on a Dubai penthouse?+
Yes, within limits. Central Bank rules cap off-plan lending at 50% of the value. On a completed home above AED 5 million, the limit is 70% for an expatriate's first home and 60% for an investment property, and banks are often stricter with non-residents.
Is a Dubai penthouse a good investment?+
It can be a good home and a store of value in the right building, but it is rarely the best pure investment. Yields are usually lower than on smaller units, resale takes longer, and service charges are high. Buy a penthouse because you want to use it, and judge the price against recent sales in the same tower.
