Buying an office in Dubai as an overseas investor

How to buy an office in Dubai from Europe: where to look, what office space costs per square foot, VAT and fees, letting to a business tenant, and the risks.

You can buy an office in Dubai as an overseas individual, in your own name, if the building sits in a designated freehold area. Most offices are sold as individual strata units in towers, and the market is busy: Cavendish Maxwell recorded about 2,600 office sales worth AED 15.8 billion (about €3.9 billion) in the first half of 2026, at an average of roughly AED 2,000 per square foot.

The process is close to buying a flat, with three important differences. You pay 5% VAT on the price, your tenant must be a licensed business, and financing is harder to arrange from abroad. This guide sets out the steps, the costs and the risks, as of October 2026.

Step 1: decide whether the office is to let or to use

An investment office and an office for your own company need different things.

If you plan to let it, you care about tenant demand, rent evidence in the building, service charges and how quickly units resell. You do not need a Dubai company of your own to be a landlord, although sources disagree on whether a licence is needed to complete a commercial purchase, so confirm that with the Dubai Land Department trustee for your specific unit.

If you plan to use it, you need a trade licence, either from the Department of Economy and Tourism for the mainland or from a free-zone authority. The building's regime matters: a mainland office is registered through Ejari, while free zones such as DMCC or DIFC run their own registration tied to the zone licence. Make sure the licence you want can be issued at that address before you buy.

Step 2: choose where to buy office space in Dubai

Location drives both rent and resale. Cavendish Maxwell's figures for the first half of 2026 show where the activity is:

AreaOffice transactions, H1 2026
Business Bay814
Al Sufouh 1498
Jumeirah Lakes Towers333
Dubai Maritime City88
Barsha Heights82

Together, these five areas accounted for over 70% of office deals. Business Bay is the deepest market, which helps when you want to sell. Rents rose fastest in Downtown Dubai, Barsha Heights and DIFC, each up about 17% year on year according to the same report.

A different option is an office inside a residential master community. On our list, DAMAC District mixes apartments and offices in DAMAC Hills, a 42 million sq ft community next to Trump International Golf Club. The pitch is "your home, your office, one address". Tenants there are more likely to be small local firms and residents who want a workspace near home than large corporate occupiers, so the rent profile and resale market will differ from Business Bay's.

Step 3: ready or off-plan

About 65% of office transactions in the first half of 2026 were off-plan, according to Cavendish Maxwell. The two routes suit different buyers.

RiskOlder building, existing defectsDelay, specification changes
Average price, H1 2026About AED 3 million (€741,000)About AED 8.3 million, skewed by very large deals

DAMAC District is off-plan, with handover due in Q3 2029. Its plan is 20% on booking, 1% a month for 40 months, and 40% at handover. The project's entry price is AED 808,000 (about €200,000), but that is the lowest published price across the project, not an office price. Ask for office sizes, prices and whether VAT is included.

Our guide to buying off-plan in Dubai explains how escrow accounts and Oqood registration protect your payments during construction.

Step 4: check the unit, not just the tower

Before booking, ask for:

  • The title type. Freehold, in your own name.
  • Service charges. The current or projected charge per square foot. Commercial towers with large lobbies and amenities can be expensive to run.
  • Fit-out status. Shell and core, partly fitted or fully fitted. A bare unit needs money spent before a tenant moves in, or a rent-free period while the tenant fits it out.
  • Parking. How many bays come with the unit. Business tenants care.
  • Existing lease. For a ready, tenanted office: the lease term, rent, renewal terms and the tenant's licence.
  • Rent evidence. What similar units in the same building actually let for. Do not divide one market-wide average rent by one average price: the samples differ, and the result can flatter the yield.

Step 5: budget the full cost of an office for sale in Dubai

The costs are the same as for a home, plus VAT. Here is an illustrative 1,000 sq ft office at the H1 2026 average of AED 2,012 per square foot:

ItemAEDAbout €
Price (1,000 sq ft at AED 2,012)2,012,000496,800

Title deed and small admin feesabout 500about 120
Totalabout 2,197,800about 542,700

The trustee and title deed fees come from the DLD sale registration service page. Add any broker commission on a resale. A VAT-registered buyer may be able to reclaim the VAT; an individual investor usually needs advice on whether and how to register. Our guide to Dubai property buying costs explains each fee, and the buying costs calculator totals them for your price.

Financing. Fewer banks lend on offices than on homes, and non-residents face the tightest criteria. Plan to buy mostly in cash, or speak to a lender before booking.

Step 6: register the purchase

For a resale office, buyer and seller sign the standard memorandum of understanding, known as Form F, then complete the transfer at a Dubai Land Department trustee office once the developer issues its no-objection certificate. Non-resident buyers can use a valid passport. For an off-plan office, the developer registers the sale in the Oqood interim register and you receive the title deed after handover.

Step 7: let the office

Every commercial lease must be registered through Ejari. Your tenant needs a valid trade licence, and a mainland business needs the Ejari registration to get or renew that licence. Many overseas owners use a property manager to find tenants, collect rent and handle Ejari.

Commercial rent carries 5% VAT. Once your taxable supplies pass the registration threshold, you must register with the Federal Tax Authority, charge VAT and file returns; advisers describe the position for non-resident landlords differently, so take UAE tax advice. Income an individual earns from real estate investment that does not need a licence is generally outside UAE corporate tax under Cabinet Decision No. 49 of 2023. Your home country may still tax the rent: see our guide to Dubai property tax for UK and EU residents.

Is office investment in Dubai worth it in 2026

Demand has been strong, with sales and rents rising sharply through 2025 and early 2026. Small units are popular with tenants: Savills found that leases under 500 sq ft made up 66% of leasing activity in the second quarter of 2026, driven by small firms and new entrants.

The market is also cooling at the edges. Savills reported average rents flat at AED 238 per sq ft in the second quarter, the first quarter without growth since the first half of 2021. Cavendish Maxwell counted almost 36% fewer office sales in the second quarter than in the first. Savills expects about 1.9 million sq ft of new space in 2026 and a pipeline of more than 4.2 million sq ft by 2030.

Service charges are set per building by the Dubai Land Department index (roughly AED 12 to 25 per sq ft a year for most apartments). Holiday homes need a Department of Economy and Tourism permit and pay a Tourism Dirham fee per night. No UAE income tax on rent; you may owe tax at home.

Frequently asked questions

Can a foreigner buy an office in Dubai?+

Yes. Non-UAE nationals can buy offices outright in designated freehold areas, in their own name. Using the office for your own business needs a trade licence; letting it to a licensed company does not require you to set one up, but confirm any purchase requirements with the Dubai Land Department trustee.

How much does an office cost in Dubai?+

Cavendish Maxwell put the average office sale price at about AED 2,000 per square foot in the first half of 2026, around €500. The average ready office sold for about AED 3 million (€741,000). Small suites and offices outside the main business districts cost less.

Is VAT charged when you buy an office in Dubai?+

Yes. Commercial property sales carry 5% VAT, on top of the 4% Dubai Land Department fee. Check whether the developer's price includes VAT.

Can I get a mortgage on an office in Dubai as a non-resident?+

It is possible but harder than for a home. Fewer banks lend on commercial units, and those that do often expect a larger deposit and a stronger income profile. Speak to a lender before you book.

What yield does a Dubai office produce?+

It depends on the building, the size and how long it stays empty. There is no official yield index for strata offices, and broker estimates vary widely. Use real rent evidence from the building and our rental yield calculator to model it.
